This study aims to explain the implementation of civic education learning as a means of shaping students' character in elementary schools. The data collection method used is a literature study, which certainly supports the research variables. The results of the study indicate that civic education as a character builder for elementary school students is highly applied to design character values through quality learning, from planning and implementation to evaluation, showing that the character education learning process is a series of learning activities that take place both inside and outside the classroom, aiming for students not only to master competencies but also to recognize and internalize character values to shape behavior. Therefore, teachers must be able to improve their ability to manage learning effectively.
